If you intend to build a Villa in Cyprus you have in principal two authorities to deal with:

• On a national level with the Government of the Republic of Cyprus, namely the Ministry of Commerce, Industry & Tourism, Ministry of Interior and Ministry of Communication and Works. They deal with national law, like The Energy Performance Building Law or the Streets and Buildings Law.
  
  Responsibility for spatial planning and urban policy rests with the Minister of Interior, who has delegated certain of his responsibilities to the larger Municipalities, the Department of Town Planning and Housing, as well as the Planning Board, an independent body with advisory power over large areas of planning policy.
  
  
• On a local level. you have to deal with Local Authorities. There are two types of local authorities; Communities are the local structure for rural settlements of less than 5,000 inhabitants, while Municipalities cover towns and larger settlements, mostly in urban areas. They are organized in the Union of Cyprus Municipalities as the main association of Local Authorities in Cyprus. 

More recently the Government is involved in transforming the Eurocodes into national law. The Eurocode (also known as EN Eurocode or EC) is a set of pan-European model building codes developed by the European Committee for Standardisation.

So far we could see a positive impact of the Eurocode. For example, since 2008 it is standard to build buildings with isolation (10cm brick, 5 cm isolation, 10 cm brick).
